Aceh Local Governance Programme II is a three-year project (2007-2009) funded by the European Union as part of the APSS € 27 million in support of the peace and reintegration process in Aceh. It is implemented by the German Technical Cooperation International Services (GTZ IS). The objective of the program is to strengthen local and provincial governments, enabling them to be more responsive to the needs of the people of Aceh, thereby contributing to a lasting and durable peace.

ALGAP II will enhance the capacity of Nanggroe Aceh Darussalam province and district/city authorities to execute their core competencies in line with the new Law on Governing Aceh or as it is known by its local acronym, LoGa, and principles of good governance.

Based on the agreement between the provincial government and the GTZ in December 2006, ALGAP II will facilitate a capacity building needs assessment and a capacity building action plan for all 23 districts and cities in the province. By assessing the capacity of local authorities and executive leaders, they will better understand their roles and execute their responsibilities consistent to new governing structures.

The project will enhance governance based on the following ten principles:

  • enhance the administrative capacities of all 23 districts and cities in the province, and coordinate all support provided in capacity development for actors
  • include the districts and cities into a province-wide "LoGa Implementation Strategy", supporting actors tackling governance objectives that are locally relevant, forge unity and cooperation
  • promote integration and social cohesion, also in respect to the reintegration of former Free Aceh Movement members and protection of basic human rights
  • highlight cross-cutting gender issues, especially the participation of women in governance processes
  • reach government and non-government stakeholders to nurture checks and balances in local governance
  • enhance cooperative relationships between the executive and legislative branches of province and district / city governments to strengthen democratic processes and attain consistent regional policies
  • build on ALGAP change agents, contacts and awareness, and tap into established goodwill, lending legitimacy to the new initiative and speeding progress
  • tailor governance initiatives and capacity development plans to specific needs of districts and cities (but within an overall province wide strategy) to spur local actors to become involved and maximize local opportunities
  • use and build up local partners to strengthen the capacity of institutions that can provide services to local governments
